Summit rejects ICC warrant

DOHA: Arab leaders concluded their annual summit in Doha yesterday voicing support for Sudanese President Omar Bashir and rejecting an international arrest warrant issued against him for alleged war crimes in Darfur.

“We reiterate our solidarity with Sudan and our rejection of the measure of the …. International Criminal Court against His Excellency (Bashir),” said a final statement read at the summit.

Bashir, who captured the limelight by attending the summit in defiance of the warrant, told Arab leaders during the conference to strongly reject his indictment.

Bashir already enjoys strong backing from Arab countries that have repeatedly denounced the arrest warrant issued March 4 by the International Criminal Court (ICC).

In his final remarks, Bashir thanked the assembled Arab leaders for their support against the court’s “unjust” decision.

“We will spare no effort in establishing peace and security in every corner of Sudan,” the president asserted. The Sudanese president arrived here Sunday unexpectedly after rumors that he might avoid the summit in order to spare Qatar embarrassment. He is on his fourth trip abroad since the ICC issued its indictment.

The summit’s final communiqué, which was read out by Arab League Secretary-General Amr Moussa, stressed the need to bring Israeli leaders to justice for alleged war crimes committed during Israel’s 22-day offensive in the Gaza Strip that started Dec. 27.

The leaders also pledged their support for the reconstruction of Gaza and attempts to reconcile Palestinian factions, and to hold Israel to a timeline for the Israeli-Palestinian peace process.

Syrian leader Bashar Assad, whose country passed the presidency of the Arab League summit to Qatar yesterday, echoed calls to support Bashir against the ICC.

“We are called upon today, not (just) to criticize the warrant (which) … we are all agreed is politicized, but to reject it categorically,” Bashar said.

“What is happening to Sudan now is another chapter in the effort to weaken the Arabs … and another stage in the effort to break up Sudan,” Bashar added.

Custodian of the Two Holy Mosques King Abdullah, who is leading the Kingdom’s delegation to the summit, held a meeting with Libyan leader Muammar Qaddafi on the sidelines of the summit.

“King Abdullah, Qatari Emir Sheikh Hamad bin Khalifa Al-Thani and Col. Qaddafi held a meeting this evening at Al-Bahr Palace in Doha and discussed the summit’s agenda as well as the importance of clearing the Arab atmosphere and achieving Arab reconciliation,” the Saudi Press Agency said.

The Libyan leader disrupted the summit’s opening session by taking a microphone, saying that he was the king of kings of Africa and the imam (leader) of Muslims, before walking out of the hall.

Jordan’s King Abdallah praised the Saudi king for his endeavors to achieve Arab reconciliation. He emphasized the need for a joint Arab strategic vision to deal with present and future developments.

UN Secretary-General Ban Ki-moon, who attended the summit opening despite the presence of Bashir, urged the Sudanese authorities to reverse their decision to expel 13 aid groups from Darfur, a measure taken in response to the ICC warrant.

“I urge the Sudanese authorities once again to reverse this decision,” Ban told the meeting. “I remain extremely concerned by the government’s decision to expel key international nongovernmental organizations, and suspend the work of three national NGOs that provide life-sustaining services for more than one million people,” he said.

During his speech, Syrian President Bashar charged that Arab countries do not have a partner in their efforts to achieve peace with Israel, claiming that the incoming right-wing Israeli government represents a society not wanting peace.

“We Arabs, since we offered the Arab initiative, do not have a real partner in the peace process,” he said, as Israel’s right-wing Prime Minister-designate Benjamin Netanyahu prepared to present his government.

“This (incoming Israeli) government represents the views of those who voted it in … It shows that this (Israeli) society is not ready for peace,” he said. “The election of a right-wing and extremist government does not change anything in reality, for their right is like their left and center.”

The Arab peace initiative, on the table since 2002, offers the Jewish state full normalization of ties in return for its withdrawal from the occupied lands and an independent Palestinian state with East Jerusalem as its capital. But the Saudi-inspired plan, along with the prospects of peace, faces an uncertain future as hawks prepare to take power in Israel.

UN chief Ban urged the incoming Israeli right-wing government to freeze settlements, stop unilateral actions in Jerusalem and ease conditions in Gaza.

“The new Israeli government must allow people and goods to move (into Gaza). It must freeze settlements, cease unilateral actions in Jerusalem and continue negotiations,” Ban said, while praising the Arab peace offer.

Ban said residents of the Hamas-ruled Gaza Strip were suffering and that the situation at the crossing points into the impoverished territory was “intolerable.”

Comoros President Ahmed Abdullah Sambi urged fellow Arab leaders to reject the vote by residents of the Indian Ocean island of Mayotte to become a part of France. Mayotte voted on Sunday to become a full part of France, in a referendum which would put an end to local traditions and curb the powers of Islamic courts.

“The island of Mayotte is an occupied Arab territory and all measures by the occupation state are illegal,” Sambi told the summit. He urged Arab leaders to voice “solidarity with the people of the island of Comoros in their legitimate, legal sovereign right to recover the island of Mayotte and to issue a statement, as has the African Union, rejecting the referendum.”

Mayotte is currently an overseas “collectivity” with specific autonomy powers. The vote means that by 2011 the Muslim-majority island will complete an integration with France begun in 1974, when Mayotte split from three other islands in its archipelago which chose independence and became the Comoros.

The African Union and the Comoros administration — which sees Mayotte as a territory “occupied” by France — have denounced the referendum. “France is the country of democratic institutions, of the motto “Liberty, Equality, Fraternity. Where have those slogans disappeared to?” asked the Comoros president.

U.S. Accused Of Killing 39 In Sudan Strike

A government minister in Sudan is accusing the United States Air Force of killing dozens of people in that north African country this past January – but the semi-official American version of the story is very different.
CBS News national security correspondent David Martin has been told that Israeli aircraft carried out the attack. Israeli intelligence is said to have discovered that weapons were being trucked through Sudan, heading north toward Egypt, whereupon they would cross the Sinai Desert and be smuggled into Hamas-held territory in Gaza.
In January, the U.S. signed an agreement with Israel that calls for an international effort to stop arms smuggling into Gaza. Hamas was showering rockets on Israeli towns, and Israel had responded by invading Gaza. More than 1,000 Palestinians were reportedly killed in the December-January war, and 13 Israelis lost their lives.
In the airstrike in Sudan – said to have been “in a desert area northwest of Port Sudan city, near Mount al-Sha’anoon,” according to SudanTribune.com – 39 people riding in 17 trucks were reportedly killed.
The first government official in Sudan to talk about it was the state minister for highways, Mabrouk Mubarak Saleem, who said: “A major power bombed small trucks carrying arms – burning all of them. It killed Sudanese, Eritreans, and Ethiopians and injured others.”
According to SudanTribune.com, the airstrike was an “embarrassment” to Sudan’s government, and it discussed the matter with Egypt’s government – allied with the U.S. on most issues – “to gather more information to formulate a response.”
The Web site added: “American and Israeli diplomats said the [January] agreement includes intelligence coordination to prevent arms from Iran from entering Gaza, maritime efforts to identify ships carrying weaponry, and the sharing of U.S. and European technologies to discover and prevent the use of weapons-smuggling tunnels.”
If Israeli airplanes carried out the attack in Sudan, it would suggest that there is a shadow war against Hamas and its weapons sources that is wider than the Israeli or U.S. government has revealed.

Freedom House has released its annual Worst of the Worst report, an assessment of the world’s most serious human rights abusers. The release was made at the UN Human Rights Council’s 10th session in Geneva. This report focuses on states and territories that have seen some of the world’s most severe repression and most systematic and brutal violations of human dignity. It seeks to focus the attention of the United Nations Human Rights Council on states and territories that deserve investigation and condemnation for their widespread violations. [more…]

European Leaders Push Back on Obama’s Calls for Aid

Ahead of a high-stakes economic meeting of the Group of 20 nations, European countries are striking an uncompromising tone toward Washington, bolstering President Barack Obama’s political opponents at home and pouring some cold water on Europe’s love affair with the new U.S. president.

In Berlin Thursday, with German Chancellor Angela Merkel at his side, French President Nicolas Sarkozy explicitly rejected Mr. Obama’s push for more global fiscal stimulus, declaring, “the problem is not about spending more, but putting in place a system of regulation so that the economic and financial catastrophe that the world is seeing does not reproduce itself.”

France’s Nicolas Sarkozy, in Berlin with Germany’s Angela Merkel, rejected a U.S. push for more global stimulus.

Meanwhile, a U.S. official responded Thursday with pique to a British decision to initiate a direct dialogue with the political arm of Hezbollah, the Lebanese militia and political party, which the U.S. lists as a terrorist organization. Surprise splits on foreign policy between the U.S. and U.K. are rare. The U.S. official said he wants the British to explain “the difference between the political, military and social wings of Hezbollah, because we don’t see a difference.”

The divisions underscore that even when presidents change, some national interests don’t. For continental Europe, focusing on underregulation helps deflect blame for the crisis to the more lightly governed financial markets of the U.S. and U.K. The American push for more stimulus, in turn, shifts the blame to Europe for being too slow to respond to the ongoing economic slump.

Republicans in Congress are brandishing Mr. Sarkozy’s speech and others to paint Mr. Obama as to the left of Europe. “Economists, even Europeans, skeptical of Administration’s economic recovery plans,” blared an email headline from House Minority Leader John Boehner (R., Ohio).

The emergence Thursday of a nine-page communique from France detailing 12 different proposals on tax havens and regulations underscored what the French and German governments have been saying publicly. Ms. Merkel said Germany and France were united in their conviction that the G-20 summit must fulfill their pledges to remake global capitalism.

White House spokesman Robert Gibbs said Thursday that Mr. Obama was giving equal weight to the current need for fiscal stimulus and to stricter regulation to avoid future crises. “The president looks at the trip to the London economic summit not as an ‘either-or’ but as a ‘both-and’ proposition,” Mr. Gibbs said.

Mr. Obama remains hugely popular in Europe and is likely to get a warm welcome at the summits of the G-20 April 2 and the North Atlantic Treaty Organization April 3-4. His moves to renew relations with Moscow and engage Syria and Iran have been warmly applauded. Germany and France are hosting the NATO summit and had hoped to make it a celebration of France’s decision to rejoin the alliance fully.

But with the U.S. determined to secure more European troops and support, “Afghanistan is always going to be the ghost at the feast,” says Nick Witney, Paris-based senior policy fellow at the European Council on Foreign Relations. The Obama administration has already begun asking NATO countries to contribute more manpower and financial resources to Afghanistan, and aides say the president will press the case personally at the summit.

Europe’s leaders are increasingly aware Mr. Obama is asking for help they can’t or don’t want to provide. On his trip, “If Obama simply says I am dropping in for a day or two with a long shopping list, I think the honeymoon really will be over,” says Timothy Garton Ash, professor of European history at Oxford University.

Thursday’s comments by Ms. Merkel and Mr. Sarkozy, aimed largely at the audiences in their own countries, were peppered with references to their unified approach. Ms. Merkel faces elections this fall and is losing support to opponents who say she already has raised government spending too much. Mr. Sarkozy, meanwhile, last month saw his poll ratings drop to the lowest since he was elected, 36% in an Ipsos poll.

ስለ` እምበኣር፡ ነዚ ጉዳይ` ስምዒታትና ተቖጻጺርና ብንቕሓትን ብምስትውዓልን ክንከታተሎ ድኣምበር፡ ዓይንና ዓሚትና ክንኣምኖ የብልናን፡፡ ምኽንያቱ ቅድሚ ሕጂ`ውን ህዝቢ ኤርትራ ንዝተባህሎ ከይመርመረ ስቕ ኢሉ ስለ ዝኣመነን፡ ስለ ዘጣቕዐን` እዚ ኹሉ ኣደራዕ ዝወርዶ ዘሎ`ሞ፡ ሕጂ`ውን ዳግማይ ፍድኡ ከይከፍኣና ንጠንቀቕ፡፡

ኣብቲ ብረድዮ ኣሰናዝተፈነወ ቃለ መጠይቕ ናይ ዕለት 02.02.09 ከም ዝተረዳእኩዎ`ውን፡ እቲ ስርዓት ብዙሕ ምርጫ ከምዘይብሉን እቶም ወከልቲ ናይ ሰራዊት ሓይሎሞ ከምዘለዉን እየ ተረዲአ፡፡

እቲ ቃለ መጠይቕ ቅድሚ ምጅማሩ፡ ነቲ ቃለመጠይቕ ዝገብር ዝነበረ ወኪል ናይ ሰራዊት ንውሕስነቱ ተባሂሉ፡ ስሙ መታን ከይገልጽ ናይ ድምጺ ምቍርራጽ ከምዝተገብረ ታሓቢሩ፡፡

ዝኸበርኩም ኣንበብቲ፡ ኣነ ብወገነይ ዝኾነ ይኹን ኤርትራዊ ኣብ ሓደጋ መታን ከይወድቕ መንነቱ ክዕቀበሉ እድግፎ`የ፡፡ ኣብ ከም` ተገሊጹ ዘሎ ኩነታት ክሳብ`ውን፡ እቲ ስርዓት ብዙሕ ምርጫ ከምዘይብሉ ጌሮም እቶም ወከልቲ ናይ ሰራዊት ሓይሎሞን፡ ብሓደ እግሩ ደው ከምዝብል ጌሮሞን ኣብ ዝሃለዉሉ ህሞት ግን፡ እቲ ሽም ናይ ውሃብ ቃል ንምግላጹ ብኸመይ ከፍርሕ አኸእል፡፡

እስከ ድሓን ነዝስ ዝኾነ ይኹን ምኽንያት እወሃቦ፡ እቲ ሽም እታዓቀብ፡፡ ... ነዚ ብኣዝዩ ንጹር ድምጺ ቃሉ ዝህብ ዘሎ ሰብ ካብቶም ንሰራዊት ወኪሎም ምስኡ ዝዛተዩ ዘለዉ ዉሑዳት ሰባት፡ መን ምዃኑ ፈልዩ ንምፍላጡ ብኸመይ ከጸግሞ እኸእል? እስከ ነዚ ነገር` ህድእ ኢልኩም ባዕልኹም ደጊምኩም ስምዑዎን መምይዎን፡፡

እቲ ጠለባት ብሙሉኡ ብዝርዝር ኣይርኤኹዎን፡ ኣብ` ቃለ መጠይቕ ክበርሃለይ ከም ዝኽኣለ ግን፡ ክልተ ኣገደስቲ ካብ` ጠለባት ከም` ዝስዕብ ይብላ፡፡

ብመሰረቱ እዚ ሕቶታት`ዚ፡ ሓድሽ ሕቶታት ኣይኮነን፡፡ ቀደም ብዝተፈላለዩ ውድባት ኮነ ሲቪካውያን ማሕበራት ታሓቲቱ ጸማም እዝኒ ተዋሂቡዎስ፡ ብድሕሪኡ`ውን ካልእ ምዕባሌታት ተፈጢሩ`ዩ፡፡ እወ!! ... ንደቂ ሃገር በብሓደ ካብ ምእሳርን ምቕታልን፡ ናብ ኣዝዩ ዝሓለፈ ገበን ተሰጋጊሩስ፡ ኣብ ልዕሊ ህዝቢ ኤርትራ ህዝባዊ ህልቂትኣብ ምፍጻም ተዋፊሩን ህዝቢ ኣህሊቑን`ዩ፡፡ ገና`ውን ንህዝቢ ኤርትራ አህልቖ` ዘሎ፡፡

ስለ` ሕጂ ነዚ ሕቶታት` ምሕታት ግዝዪኡ ዝሓለፈ ስለ ዝኾነ፡ ገበነኛታት ብሓላፍነት ንኸይሕተቱ ንምድሓን ካብ ምዃን ሓሊፉ፡ ብማንም ዓይነት ንረብሓ ህዝቢ ኤርትራ ክኸውን ዝኽእል ኣይኮነን፡፡ ብኻልእ ኣዘራርባ!! ሎሚ ክመጽእን ክንቃለሰሉን ዘለና ሕቶታት፡ ንህ... ፈጺምካ ካብ ሱሩ ሓግሒግካ፡ ገበነኛታት ኣብ ሕጋዊ ፍርዲ ቀሪቦም ክፍረዱሉ ዝኽእሉ ለውጢ ንምምጻእ ዝዓለመ ጥራሕ` ክኸውን ዘለዎ፡፡

እቶም ነዚ ሓበሬታ`ዚ፡ ንመርበብ ሓበሬታ ኣሰናዝህብዋ ዘለዉ ምንጭታት፡ ጉጉይ ዝኾነ ሓበሬታ፡ ካብ ትምኒት ዝነቐለ ሓበሬታ፡ ወይ`ውን ኮነ ኢልካ ንምትላል ተባሂሉ ብህ... ዝተፋሕሰ ናይ ሓሶት ሓበሬታ፡ ይህብዋ ከይህልዉ ዘለኒ ስግኣት` ዝገልጽ ዘለኹ፡፡ ኢለ`ውን ጠቒሰ ኔረ፡፡

እዚ ድማ ... ድኣ` ከም` ኢሉ ወረታት ከናፍስ እንታይ ዓይለት ረብሓ ክረኽበሉ` .. ዝብሉ ሕቶታት ከልዕል ናይ ግድን`ዩ፡፡

እወ!! ... ሎሚ ሳላ ሕማቕ ተግባራቱን ድኹም ብቕዓቱን፡ ካብ ህዝቢ ኤርትራ ኮነ ካብ መላእ ዓለም ተነጺሉ ዘሎ ስርዓት ስለ ዝኾነ፡ ዓለም ከም ዑንቚ` ጸቢባቶ ዘላ፡፡ ስለ` ዕድሚኡ መታን ከናውሕን፡ ካብ ታሓታትነት መታን ከምልጥን ኢሉ፡ ዝከኣሎ ዘበለ ኩሉ ክፍትን ናይ ግድን`ዩ፡፡ ነዚ ንምዕዋት እምበእር፡ ሓደ ባዕሉ ዝፈጥሮ ተቓውሞ ዝምስል ትያትርክሰርሕ ዘይክእለሉ ምኸንያት ዋላሓንቲ የለን፡፡ እኽእል`ዩ፡፡

ኣብ ወጻኢ እንተኾነ`ውን፡ ወዮ ድኣ እቲ ናይ ብሓቂ ተቓዋማይ ቀልጢፉ ምልላይ ሲኢኑዎምን፡ ባዕሉ ዕድል ሂሙዎምን እምበር፡ ንውድባት ኮነ ንሲቪካውያን ማሕበራት፡ ከም ዝብኢ ብዅሊተን እንዳኣተዉ ዝምንጭቱን፡ መንግስትናዶ፡ ሰላማዊ ቃልሲዶ፡ ኣዲስ ኣበባዝኸደ ከዳዕዩዶ፡ እንዳበሉ ንዲሞክራስያዊ ቃልስና ዘዳኽሙ ዓሻክር`ውን ዘይብሉ ኣይኮነን፡፡ ኣለዉዎ፡፡ ሕሉፍ ሓሊፎም`ውን ሎምስ፡ ንሕና ምስ መንግስቲ ኤርትራዋላ ሓንቲ ጸገም የብልናን ዝብሉ ዓሳክርውን መጺኦሙና ኣለዉ፡፡

... እምበኣር፡ ነዚኦምን ወዲ ኸምዚኦምን ለቓቒቡ፡ ምስ ተቓወምቲ ሓቀኛ ዝርርብ ከም ዘካየደ፡ ነቲ ጠለባት ተቐቢለዮ ኣለኹ! ቅዋምኣብ ግብሪ ኣውዒለዮ ኣለኹ! ንእሱራት እንተኾነ`ውን!! እገለ ብሕማም ልቢ፡ እገለ ድማ ብሕማም ሽኮር፡ መይቶም`ዮም ንገለ ዉሑዳት ድማ ኣእምሮኦም ምስ ዘንበለን፡ ኣካሎም ምስ ማሰነን፡ እነዉልኩም ፈቲሐዮም፡ ኢሉ ንህዝቢ ኤርትራን ንዓለምን ከታልል ክፍትን እኸእል`ዩ፡፡

እዚ ማለት ድማ! ዲሞክራስያዊ ቃልስና ንሓያለይ ዓመታት ንድሕሪት ምምላስ፡ ኣብ ልዕሊ ህዝብና በደል ንዝፈጸሙ ሰበስልጣን ... ካብ ታሓታትነት ነጻ ጌርካ፡ ገና`ውን ኣብ ስልጣን ኮይኖም ጨካን ተግባራቶም ንኽቕጽሉ ምፍቃድ ማለት`ዩ፡፡ 

ስለ` እምበኣር ሎሚ፡ እቲ ዘላቒ ለውጢ ዝደሊ ዘበለ ኤርትራዊ ኩሉ፡ ክዕወትን ሓቀኛ ለውጢ ከምጽእን እንተድኣ ኮይኑ፡ መሰረታዊ ለውጢ ዝደልን ዘይደልን፡ መቃልስቱን ዘይመቃልስቱን፡ መን ምዃኑ ኣለልዩ፡ ብምስትውዓል ክንቃለስ ኣለዎ፡፡ ንዝሰምዖ ዘበለ ኹሉ ድማ፡ ብስሚዒት ከይተገዝአ ብጥንቃቐ ክንመዝን ድኣም`በር፡ ካብ ድሌት ጥራሕ ዝተበገሰ እምነት ክገዝኦ የብሉን፡፡ እንዳበልኩ ኣብ` ጽሑፈይ እድምድም፡፡

ICC issues war crimes warrant for Sudan’s Omer Al-Beshir

THE HAGUE – The International Criminal Court sought the arrest Wednesday of Sudan’s President Omar al-Beshir for war crimes in Darfur, issuing the first ever warrant against a sitting head of state.

“Today, pre-trial chamber one of the International Criminal Court … issued a warrant for the president of Sudan for war crimes and crimes against humanity,” court spokeswoman Laurence Blairon said.

The 65-year-old Beshir will face five counts of crimes against humanity and two of war crimes. However Beshir will not face charges of genocide as requested by the ICC’s chief prosecutor, the spokeswoman added.

Speaking at a press conference, Blairon said Beshir bore responsibility for “exterminating, raping and forcibly transfferring a large numbers of civilians” from the western Sudanese region where a six-year conflict has cost several hundred thousand lives.

She said Beshir and other high level Sudanese political and military leaders had orchestrated and coordinated the attacks.

Although there was no immediate response from Khartoum, Beshir said on Tuesday that he would regard any warrant as worthless.

“Any decision by the International Criminal Court has no value for us. It will not be worth the ink it is written on,” he said on Tuesday.

Blairon said that if Sudan failed to comply with the warrant it could be referred to the UN Security Council.

The Arab League has said it feared “dangerous consequences” if a warrant is issued while the African Union has also called on the UN Security Council to suspend the court’s proceedings.

The announcement came the day after the chief ICC prosecutor Luis Moreno-Ocampo, who asked the court to issue an arrest warrant for Beshir last year, said he had strong evidence against the leader of Africa’s biggest country and had a list of more than 30 witnesses.

The ICC has no powers of enforcing its own warrants, but suspects can be arrested on the territory of states that have signed up to the court’s founding Rome Statute.

The United Nations says up to 300,000 people have died since conflict broke out in Sudan’s western Darfur region in 2003, when ethnic minority rebels took up arms against the Arab-dominated regime for a greater share of resources and power.

A ceasefire has been agreed between the government and opposition groups but deadly clashes go on in the region.

Moreno-Ocampo accuses Beshir of personally instructing his forces to annihilate three ethnic groups — the Fur, the Masalit and the Zaghawa.

The prosecutor says 2.7 million people have been uprooted from their homes, of whom 100,000 died of causes related to their displacement, such as starvation.

In May 2007, the ICC issued arrest warrants for crimes in Darfur against Sudanese government minister Ahmad Harun and Janjaweed militia leader Ali Kushayb, which Khartoum, who rejects ICC jurisdiction, has failed to honour.

Ahead of the announcement, the Sudanese army broadcast a warning on state radio against anyone trying to make political capital out of any move by the court to pursue proceedings against the regime.

Security was beefed up outside embassies, with large protests expected if the ICC issues a warrant on any of the multiple charges of genocide, war crimes and crimes against humanity in Darfur.

The medical aid organisation Doctors Without Borders (MSF) said it was pulling its expatriate staff out of Darfur after the Sudanese government ordered them to leave.
