IMF Team Concludes Article IV Consultation Mission to the State of Eritrea

An International Monetary Fund (IMF) mission visited Eritrea during September 14–29, 2009 to conduct the 2009 Article IV consultation discussions.1 The last Article IV consultation was concluded in April 2008. The mission met with Mr. Ali, Minister of Energy and Mines, Mr. Woldemariam, Acting Governor of the Bank of Eritrea, Mrs. Woldeghiorghis, Director General of the Treasury and Mr. Tesfaldet, Director General of the Budget (both in the Ministry of Finance), other senior officials, and representatives of the international community and civil society. The mission is grateful to the authorities for their very warm hospitality and fruitful discussions.

Mr. Mario de Zamaróczy, mission chief for Eritrea, issued the following statement today in Asmara:

“The mission reviewed economic developments since the last consultation and discussed the authorities’ macroeconomic policies against the backdrop of a severe drought in 2008, the international food and oil price crises, and the global recession. In the wake of these exogenous shocks, Eritrea’s economic performance has weakened, with growth remaining elusive, while inflation has accelerated and progress in fiscal consolidation, stalled.

“The mission noted a number of areas where progress had been made. These included continued investment in agricultural and irrigation projects to wean the country’s farming industry progressively away from dependence on irregular rainfall; public investment program in targeted key sectors, such as education, health, mining, infrastructure, cement production, tourism, green energy, and fisheries. These investments are expected to contribute to a resumption of growth in the medium term. However, even with the positive impact of forthcoming mining and cement productions, Eritrea’s medium-term outlook could present downside risks. The mission expressed concerns with regard to the size of the fiscal and current account deficits, external and domestic debt levels, and high inflation. Growth, even with the maturation of earlier investments, may remain below the level necessary to achieve a significant reduction in poverty.

“The policy discussions centered on a number of possible policy measures to rekindle economic growth and private sector activities. In the short run, the focus should be on restoring macroeconomic and financial balances, through fiscal consolidation; reducing banking sector financing of the budget deficit; and relaxing import and exchange controls to re-launch imports of basic and intermediary goods. As global pressures recede, it would be important to bring inflation under control through restrained fiscal and monetary policies. The government’s expenditure prioritization efforts were identified as key to raising the effectiveness of public outlays in a resource-constrained environment. In the medium term, the focus should be on measures that promote external competitiveness; liberalization of the financial sector; removal of administrative bottlenecks; and promotion of private investment in the productive sectors. The mission believes that with the right set of reform policies and building on the country’s rich human and mineral resource potential, Eritrea could be well placed to rebound as the world recession wanes.

“The mission welcomed the authorities’ renewed interest in drawing on the IMF’s and other donors capacity-building assistance to develop institutional and human capacity in the civil service. The mission noted that the IMF’s East Africa Regional Technical Assistance Center (East AFRITAC) was well placed to provide technical assistance on a grant basis.

“It is expected that, subject to IMF management approval, the IMF’s Executive Board will consider the mission’s report in December 2009.”


1 Under Article IV of the IMF’s Articles of Agreement, the IMF holds bilateral discussions with members, usually every year. A staff team visits the country, collects economic and financial information, and discusses with officials the country’s economic developments and policies. On return to headquarters, the staff prepares a report, which forms the basis for discussion by the Executive Board. At the conclusion of the discussion, the Managing Director, as Chairman of the Board, summarizes the views of Executive Directors, and this summary is transmitted to the country’s authorities.

“ነዳይ ናይ ልቡ ይሓልም”

ብሰንክ’ቲ ንኽልተ ተኸታተልቲ ዓመታት ዘጋጠመ ናይ ዝናም ሕጽረት፡ ኣብ ቀርኒ ኣፍሪቃ ንዝርከብ 20 ሚልዮን ዝኸውን ኣህዛብ ናይ መግቢ ረዲኤት ከድሊ’ዩ ክብል፡ ፕሮጋም መግቢ ዓለም (WFP) ዝተባህለ ናይ ሕቡራት ሃገራት ትካል ገሊጹ።

ስርዓት ኣስመራ ንሕጽረታት መግቢ ከጋጥም ይኽእል እዩ ኣብ ቀርኒ ኣፍሪቃ ንዝብል ጸብጻባትን ተገንዝቦታት ማሕበረሰብ ዓለም ብኣሉታ መሊስሉ። መልሱ ድማ ብዝርዝር ኣብ ርእሰ-ዓንቀጽ ክንበብ ይክኣል እዩ። ነባቢ ኣቀዲሙ ክፈልጦ ዝግብኦ ሓቕታት ስለዘሎ ብሕጽር ዝበለ መገድታት ክገልጾ ክህቕን እየ።

[1] ኣብ ኤርትራ ዉሕስነት መግቢ ወይ ዓመታዊ ቀለብ ተራጋጊጹ ክብሃል፡ ኤርትራ ዓመታዊ 500,000 ቶን ምህርት ክትሓፍስ ኣለዋ። ዛጊት ኣብ ህጡር ክራማት ኤርትራ ክትሓፍሶ ኪኢላ ዘላ ግን ካብ 18%-37% ናይዚ ኣጣቓላሊ ብዝሒ ጥራይ እዩ።

[2] ኣብ ኤርትራ ተኻታታሊ ሕጽረታት ዝናብን ድርቕን ጸኒሑ እዩ። ሎሚ ዓመት ህጡር ክራማት እኳ እንተነበረ ኣዝመራ ግን ኣይነበረን ክብሃል ይክኣል። ስሕወት ኣዝመራ ከስዕቡ ዝኽእል ዋሕዲ እቶት ምህርት ኣብ ግምት ምእታዉ ከድሊ እዩ። ኣብ ኣዝመራ ቦቂሎም ኣብ ክራማት ቀለብ ሓሮስቶት ክኾኑ ዝግብኦም ሰዊታት፡ ኣሕምልቲ…ወ.ዘ.ተ ኣይነበሩን ክባሃል ይክኣል።

[3] ንሓረስቶት ከስርሕን ከታባብዕን ዘይክእል ፖሊሲታት ስርዓት ኣስመራን ፡ እቲ ምህርቲ ከፍሪ ዝኽእል ዓቕሚ ሰብኣዊ ጉልበት እቲ ሕብረተሰብ ኣብ ዉትህድርናን ህድማ ንስደት ተጸሚዱ ከምዘሎ ኣብ ግምት ብምእታዉ፡ ኣብዚ ስቡሕ ክራማት ክዝራእን ክፈርን ዝግብኦ መሬት ኤርትራ ተሓሪሱን ተሓሚሱን ዶ ንዝብል ሕቶ ብዘለና ኣፍልጦን ሓቤሬታትን ብምጥሕማስ ነብስ ወከፍ ናቱ ሚዛናት ከቐምጥ ይክኣል እዩ።

[4] ኤርትራ “ኣብ ኣይኩናት ኣይሰላም” ኩነታት እንኮላ፡ ዋላ እዉን ህጡር ክራማት እንተነበረ ቀለብ ዓመታ ከተራጋግጽ ዶ ትኽእል እያ? ኣዝዩ ድሑር ኣጣቃቕማ ማሕረስን ኣጣቃቕማ ማይን ካብ ጥብ ዝበለት ዝናብ ክራማት ተጸቢኻ ኸ ቀለብ ዓመት ሓደ ሃገርን ህዝብን ክራጋገጽ ይኽእል ድዩ? ዝብል ሕቶ እዉን ብብቕዓት ክምለስ ዝግብኦ ሕቶታት እዩ።

መደምደምታ፡ እቲ ኣብ ኤርትራ ክካየድ ዝግብኦ ዘይናጻጸልን ዘየቛርጽን ቅልስ ሰለስተ መሰረታዉያን ሕቶታት እየን [ሀ] ምህናጽ ሃገርን ሃገራዉነት። [ለ] ምህናጽ ልዕላዉነት ግዝኣተ-ሕግን ሰላምን ምርግጋእን፡ [ሐ] ምርግጋጽ ዓመታዊ ዝስተ ጹሩይ ማይን ዝብላዕ እኽልን እየን። ነዘን ሰለስተ መሰረታዉያን ሕቶታት ብሓባር ንምርግጋጸን እንተዘይተቃሊስና ሓንቲ ካብኣተን ንበይና ብተናጸል ከነራጋግጽን ክነዕዉትን ከምዘይንኽእል ክንፈልጥ ይግብኣና። ስርዓተ ኣስመራ ኣብ ጽሑፉ በቲ ሓደ ወገን ድርቂ ቀሊል ስምብራት ከምዝሓደገ ይዛራብ በቲ ኻልእ ወገን ድማ ንዉሕስነት መግቢ ንምርግጋጽ ባብ ዝኸፍት መድረኽ ከምዝኸፈተ የተንብህ። ብኸምዚ ዝስዕብ ድማ ይገልጾ “ከም ውጽኢት ናይዚ ጥሙር ጻዕሪ ህዝቢን መንግስቲን፥ ኤርትራ። ኣብ ዝሓለፈ ዓመት ዝተኸስተ ሓደጋ ጥሜት ብዝወሓደ ስምብራት ሰጊራ፥ ሎም ዘመን ዝተረኽበ ዝናብ ብዝግባእ ኣብ ጥቕሚ ብምውዓል። ንሓዋሩ ኣብ ትጽቢተ ዝናብ ካብ ዝምርኰስ ሕርሻ ንምግልጋል ዘኽእል ባብ ከተርሑ በቒዓ እያ” ይብል። ኣብዚ እዉን ስርዓት ኣስመራ ዉሕስነት ዓመታዊ ቀለብ ህዝቢ ኣራጋጊጽና ፈጺሙ ኣይብልን እዩ። እሞ ከምኡ ካብኾነ ድኣ ስለምንታይ እዩ ስርዓት ኣስመራ ነዚ ርእሰ-ዓንቀጽ ክጽሕፍ ተገዲዱ ዝብል ሕቶ ክልዓል ከምዝኽእል ዘየጣራጥር ጉዳይ እዩ። ስርዓት ኣስመራ ዝብሎ ዘሎ ዉሕስነት መግቢ ይራጋገጽ ኣይራጋገጽ ብዘየገድስ ገዚፍ ጻዕርታት ከምዘካየድኩ ፍሎጥለይ እዩ ዝብል ዘሎ። ንጻዕርታት ሓደ ፖሎቲካዊ ስርዓት ክትዕይር ዉጽኢት ናይ ጻዕርታቱ ብጊዝየን ዝሕፈስ ምህርት ጥራይ እዩ ዝግምገም። ኣብ ዉሽጢ እዚ 18 ዓመታት ፖሎቲካዊ ስልጣኑ 50% ናይ ዘድሊ ቀለብ ዓመት ከራጋግጽ ስለዘይክኣለ ናእዳ ወይ ምስጋና ዝሓተሉ ምኽንያት ፈጺሙ የሎን። ብኣንጻሩ ስርዓት ኣስመራ ምህናጽ ሃገርን ሃገራዉነት፡ ምህናጽ ልዕላዉነት ግዝኣተ-ሕግን ሰላምን ምርግጋእን ምርግጋጽ ዓመታዊ ዝስተ ጹሩይ ማይን ዝብላዕ እኽልን ካይራጋገጽ ኣዝዩ ገዚፍ ዕንቕፋት እዩ ኮይኑ ዘሎ።

ከም መቐጸልታ ናይቲ ኣብ ጭብጢን ወድዓዊ ዕያርን ዘይተመርኰሰ ዝምቡዕን ግጉይን ሓበሬታን ኣሃዛትን ናይ ምዝርጋሕ ጸኒሕ ልምዲ፥ ሎም ዘመን ኣብ ሰፊሕ ቀርኒ ኣፍሪቃ እንተላይ ኤርትራ ብዘጋጠመ ደርቂን ዘይእኹል ዝናብን፥ ከቢድ ሓደጋ ጥሜት ኣንጸላልዩ ከምዘሎ ዝገልጽ ጸብጻባት። ብገለ ኣህጉራውያን ውድባት ክቃላሕ ይስማዕ ኣሎ፣ እዚ ጸብጻብ። ኣብቲ ንኤርትራ ዝምልከት ሸነኹ መሰረት ዘይብሉ ዝምቡዕ ሓበሬታ ዝወሰኸ እዩ፣ ንኤርትራ ኣብቲ መስርዕ ምጽንባሩ ከኣ። “ነዳይ ናይ ልቡ ይሓልም” ዝዓይነቱ። ንባህጊን ትጽቢትን በሃልቱ ዘንጸባርቕ ላኼማ እዩ፣

ኣብ ባይታ ዘሎ ክውን ሓቂ ብጭብጢ ከምዘረጋግጾ። ምስ ካልእ ከባቢታት ቀርኒ ኣፍሪቃ ብምንጽጻር። ኣብ ኤርትራ ክሳብ ሕጂ ኣመና ዘሰከፍ ዋሕዲ መግቢ ኣይጸንሐን፣ ብኣንጻር’ቲ ቀሪቡ ዘሎ ሓበሬታ ድማ። ክራማት 2009 ኣብ ኤርትራ ብተዛማዲ ዝሓሸ እዩ ነይሩ፣ ኣብ ርእሲ’ዚ። መንግስቲ ኤርትራ። ብዓንተቦኡ። ሃገር ኣብ ትሕቲ ምሕረት ምጽወታ ዘየንብር መስመር ብምኽታል። ውሕስነት መግቢ ናይ ምርግጋጽ ሰፊሕ ሃገራዊ ወፍሪ ከተግብር ብምጽንሑ። ኣብ ብዙሕ ከባቢታት ሃገር ክህነጽ ዝኸኣለ ከዘንቲ ማይ ትሕተ-ቅርጺታት። ማይ ናይ ምውህላል ዓቕሚ ብምዕባይ። ዝናብ ክራማት ብዝበለጸ ኣብ ጥቕሚ ንምውዓሉ ዘኽእል ኣተባባዒ ባይታ ፈጢሩ ይርከብ፣ ክንዲ ዝኾነ ዓቕሚ ሕርሻዊ ኣፍራይነት ኤርትራ። ካብ ዓመት ንዓመት ክብ እናበለ ይኸይድ ኣሎ፣ ብተዓጻጻፊ ከምዝዓቢ ንምግባሩ ድማ። መንግስቲ ኣብተን ስልጡናት ዝበሃላ ሃገራት ዝርከብ ዘመናዊ ቴክኖሎጂን ዝተራቐቐ ማሺነሪታት ሕርሻን ንምትእትታው ኣዝዩ ገዚፍ ወፍሪ ክገብር ጸኒሑ ኣሎ፣

ከም ውጽኢት ናይዚ ጥሙር ጻዕሪ ህዝቢን መንግስቲን፥ ኤርትራ። ኣብ ዝሓለፈ ዓመት ዝተኸስተ ሓደጋ ጥሜት ብዝወሓደ ስምብራት ሰጊራ፥ ሎም ዘመን ዝተረኽበ ዝናብ ብዝግባእ ኣብ ጥቕሚ ብምውዓል። ንሓዋሩ ኣብ ትጽቢተ ዝናብ ካብ ዝምርኰስ ሕርሻ ንምግልጋል ዘኽእል ባብ ከተርሑ

በቒዓ እያ፣ እቲ ሓቂ እዚ እናኾነ። ምስ ካልእ ለኻኺምካ። ንጻዕሪ ህዝቢን መንግስቲን

ኤርትራን ኣብነታዊ ገስጋሱን ዋጋ ዝኸልእ ጸብጻባት ምምሕልላፍ። መቐጸልታ ናይቲ ምስሊ ኤርትራ ንምድዋን ክካየድ ዝጸንሐ ፖለቲካዊ ጸለመታት እምበር ሓልዮት ዘበገሶ ከምዘይኮነ ርዱእ እዩ፣ ብኸምዚ ዓይነት ጭብጢን ውድዓውነትን ዘይብሉ ሓበሬታታት ንማሕበረሰብ ዓለም ምድንጋር ግን።

ንዘርጋሕቱ ዘሕትት ተግባር ምዃኑ ክፍለጥ ይግብኦ፣ ሓደ ካብቶም ከምዚ ዝዓይነቱ መሰረት ኣልቦ ሓበሬታታት ዘቃልሑ። መደበር ቴለቪዥን ቢቢሲ ቋንቋ ዓረብ እዩ፣ ሚኒስትሪ ዜና ኤርትራ። መሰል ናይ ምላሽ ክወሃቦ ኣብ ዝሓተተሉ። “መልስኹም ምስቲ ዝዘርጋሕናዮ ሓበሬታ ዝሰማማዕ እንተኾይኑ ጥራይ ኢና ዕድል ንህበኩም ምባሉ” እቲ መደበር ኣንጻር ኤርትራ ከካይዶ ዝጸንሐ ዘመተ ስኣን ፍላጥ ወይ ጉድለት ሓበሬታ ዘይኮነ። ደይ መደይ ኢልካ ምዃኑ ዘነጽር እዩ፣ ኣብ እዋን ክራማትን ኣብ ትሕቲ ጻዕዳን ጸሊምን ዝናባት ኤርትራን “ሙቐት ኣየር ኣስመራ 44 ዲግሪ ሴንቲግሬድ ኣሎ” ክብል ዘይሓነኸ መደበር ቴለቪዥን ቢቢሲ እምበኣር። ከምዚ ዝዓይነቱ ጸለመ ክዝርግሕ እንተተሰምዐ

EU calls on Eritrea to free political prisoners

STOCKHOLM, Sept 18 (Reuters) – The European Union said on Friday it was “deeply concerned” over continued abuses of human rights in Eritrea, calling on the East African nation’s government to release all political prisoners.

The Swedish EU presidency said in a statement that Eritrean authorities had arrested a number of political figures and journalists over the past several years, keeping them detained without charge.

“The European Union remains deeply concerned that the Government of the State of Eritrea continues to severely violate its human rights obligations under domestic and international law,” the presidency said in a statement.

“In particular, the European Union urges the Government of the State of Eritrea to unconditionally release all political prisoners.”

In a statement earlier this week marking the 8-year anniversary of a clamp-down by the Eritrean government, Reporters Without Borders labelled Eritrea the “world’s biggest prison for journalists”, saying at least 30 had been jailed.

The case of Dawit Issac, a journalist with dual Swedish and Eritrean citizenship who has been held without trial in Eritrea since 2001, has sparked outrage in the Nordic country, the current holder of the EU’s six-month presidency.

Asmara bristles at repeated accusations by rights groups that it puts independent journalists and non-Orthodox Christians in jail, tortures detainees, and keeps people indefinitely in military service.

“We are not children. We were not born yesterday. No one can educate us on what freedom means,” President Isaias Afwerki told Reuters in an interview in May. [ID:nLL236492]

“It is not a question of human rights, religious rights. It is part of a fight, of a powerful opposition, and this powerful opposition has not succeeded in achieving anything,” he said. (Reporting by Niklas Pollard)
